Instances of euthanasia or mercy killing date back to antiquity. However, it is only recently that the unprecedented grassroots efforts to legalize euthana sia have begun building. |Terminal Illness, Assistance with Dying,| a California ballot initiative for the No vember 1992 election, might for the first time in modem history legalize euthanasia and assisted suicide by physicians. Similar initiatives are planned in other states. To vote intelligently, citizens in California and throughout the United States need to learn who is likely to request euthanasia or assisted suicide, and why. How we care for the terminally ill eventually af fects us all. In over half of all deaths, a chronic dis ease process such as cancer or congestive heart failure leads to a terminal phase that may last for days, weeks, or months. Most people are more afraid of the suffering associated with this terminal phase than they are afraid of dying itself. When polled, most Americans tell us they would prefer to die at home, surrounded by loved ones, rather than in a hospital receiving high-tech tests and treatments until the last. Yet the majority of people, even those with term inal illnesses, die in the hospital. What factors in our culture and health care system have led to this dichotomy? Unrelieved suffering is also the primary reason for euthanasia requests.

How we die reveals much about how we live. In this provocative book, Shai Lavi traces the history of euthanasia in the United States to show how changing attitudes toward death reflect new and troubling ways of experiencing pain, hope, and freedom. Lavi begins with the historical meaning of euthanasia as signifying an |easeful death.| Over time, he shows, the term came to mean a death blessed by the grace of God, and later, medical hastening of death. Lavi illustrates these changes with compelling accounts of changes at the deathbed. He takes us from early nineteenth-century deathbeds governed by religion through the medicalization of death with the physician presiding over the deathbed, to the legalization of physician-assisted suicide. Unlike previous books, which have focused on law and technique as explanations for the rise of euthanasia, this book asks why law and technique have come to play such a central role in the way we die. What is at stake in the modern way of dying is not human progress, but rather a fundamental change in the way we experience life in the face of death, Lavi argues. In attempting to gain control over death, he maintains, we may unintentionally have ceded control to policy makers and bio-scientific enterprises.

Between 1939 and 1945 the Nazis systematically murdered as many as 200,000 mentally ill or physically disabled people whom they stigmatised as 'life unworthy of life'. This complex and covert series of operations was known as the 'euthanasia' programme. It provided many of the personnel and the technical expertise later deployed in the 'Final Solution'. This is the first full-scale study in English of the 'euthanasia' programme. It considers the role of all those involved in these policies: bureaucrats, doctors, nurses, health officials, lawyers, clerics, and also parents, relatives, and the patients themselves. Using a wealth of original archival material, it highlights many of the moral issues involved in a way that is profoundly disquieting. The book concludes by showing the ease with which many of the perpetrators filtered back into German society after 1945.

The purpose of the World Psychiatric Association is to coordinate the activities of its Member Societies on a world-wide scale and to advance enquiry into the etiology, pathology, and treatment of mental illness. To further this purpose, the Association organizes mono- or multi thematic Regional Symposia in different parts of the world twice a year, and World Congresses dealing with all individual fields of psychiatry once every five or six years. Between these meetings the continuation of the Association's scientific work is assured through the activities of its specialty sections, each covering an important field of psychiatry. The programs of the World Congresses reflect on the one hand the intention to present the coordinating functions of the Association and on the other to open a broad platform for a free exchange of views. Thus, the VII World Congress of Psychiatry, held in Vienna from July 11 to 16, 1983, was composed of two types of scientific events - those structured by the Association and those left to the initiative of the participants.
